Clinging on to Colonial Glory

Canada for all its modernity has still got a long way to go to gain its own identity.

It clings on to past glory, such as having a Monarch as the head of state that does not reside in the country, and who has representatives at the country level (governor general) and province level (lieutenant governor) who have come themselves to believe that they are the head of state instead.

How on earth did this system arise, where it is possible for an unelected person to believe themselves to be the head of state, but have their salary paid for by taxpayers?
